Ewell Plaza and Binns Park are open sunrise to sunset, unless prior authorization is received by permit.

Public Restroom Hours

Located in Ewell Plaza

October 1st – March 31st
Sunday–Thursday – 9:00AM–5:30PM
Friday & Saturday – 9:00AM–7:00PM

April 1st – September 30th
Sunday–Saturday – 9:00AM–8:00PM

An additional 24-hour restroom is available at 105 N. Prince Street (intersection of N. Prince and W. Orange Streets.)

Maintenance issues in Ewell Plaza and Binns Park can be reported through Fix It! Lancaster, the City of Lancaster’s non-emergency service request platform. You can also contact the Bureau of Parks and Public Property at 717-517-5745 or parks@cityoflancasterpa.gov.

Rules and Regulations

City of Lancaster Park Rules and Regulations Prohibit:

  • Vandalism and/or destruction of public property;
  • Pets not controlled by a leash at all times;
  • Use or consumption of alcoholic beverages and/or controlled substances;
  • Smoking, vaping and/or tobacco use;
  • Discharge of firearms, bows/arrows, fireworks and/or explosives;
  • Feeding, hunting, trapping, and/or harassment of any animal or wildlife;
  • Performances or large gatherings, unless authorized by permit;
  • Littering and/or failure to utilize proper waste receptacles, including pet waste;
  • Glass bottles;
  • Use of motorized vehicles except on designated roadways and parking areas;
  • Noise or amplified music that interferes with use & enjoyment of park for others;
  • Fires;
  • Overnight parking or camping;
  • Disturbing the peace, use of indecent or obscene language, or any other unlawful, disorderly, or disruptive conduct against the best interest of the area or other people.

Photo & Video Release

On occasion, City of Lancaster staff or hired vendors may take photos, video or other recordings of participants utilizing Ewell Plaza or other park properties. Please be aware that this multimedia may be used in conjunction with videos, vignettes, websites, publications, and promotional materials produced by or for the City of Lancaster. By utilizing public property owned by the City of Lancaster, you acknowledge that all such portraits, pictures, photographs, video and audio recordings, and any reproduction thereof are the property of the City of Lancaster, and you release, acquit and forever discharge the City of Lancaster, its employees, officers and agents from any claims, demands, rights, promises, damages and liabilities arising out of or in connection with the City of Lancaster user dissemination of the same.
